Recruitment, assessment and development specialist Ciaran McGuigan has a background in Occupational Psychology and is a co-founder of Pertemps Professional Development. Over the last 25 years he has worked predominantly within policing which allowed him to develop an intimate understanding of Human Resource Management (HRM) systems, learning and professional development programmes and governance, its structures and strictures along with the less definable aspects such as its culture, dynamics and stakeholder relationships. In short, he has experienced how it is meant to work, how it does work and how - on occasions - it doesn’t work.
Up until 2014 he was the Head of Examinations and Assessment and Head of Centre at what has now become the College of Policing, Harrogate. Where he was responsible for directing national policing recruitment, promotion, learning, leadership and development programmes from conception to business as usual including high-volume national and international client-led consultancy assignments. During this time, he built up a solid reputation of high professional standards, integrity and an ability to relate to and build trust among staff, stakeholders and clients while delivering quality products and services on time, within budget and often beyond expectation.
He has extensive experience supporting and advising on national policing HRM as well as Training, Learning and Development policy and strategy complemented by an excellent track record of translating the strategy into reality as part of significant organisational change and continuous business improvement programmes. This experience proved invaluable when working collaboratively with a wide range of UK and international agencies responsible for the management of large scale high stake related examinations, recruitment, assessment, development and leadership related programmes which amongst others include; Home Office, Ministry of Defence, General Medical Council, National Board of Medical Examiners, Royal Air Force, Department of Homeland Security, UK Prison Service, UK Border Agency, Police Service of Northern Ireland, Police Scotland, National Crime Agency, FBI, United Arab Emirates Police and Royal Oman Police.
Ciaran was awarded an OBE in 2008 for his services to policing and diversity.
